Philadelphia Weekly – Mayor Jim Kenney is taking a law-and-order approach to crime – the crime of dumping your garbage on vacant lots, in the street, or anywhere else it doesn’t belong. Last week, the Kenney administration’s Zero Waste and Litter Cabinet – a fledgling inter-departmental group that has been tasked with de-littering the streets – released a multilayered action plan to reduce the city’s waste and increase its recycling output by 2035.
